Since 2004, DeMaio has led campaigns that have defeated over $30 billion in tax hikes.
“We wanted to bring everyone together, so they don’t have a case to make as to why their behavior was legitimate or warranted.
“I won’t name the Democrats, but I had a number of Democrats reach out apologizing, saying it was disgraceful, that they were embarrassed.”
As of Tuesday evening, Lowenthal has yet to comment on the incident.
In late 2007, DeMaio sold both his companies to Thompson Publishing Group. DeMaio built the Performance Institute into one of the largest government reform think tanks in the nation and the leading authority on performance-based management in government, law enforcement, non-profits and schools. In addition, DeMaio has authored several citizens’ ballot initiatives that have been approved by voters.
DeMaio led the campaign to collect over 150,000 signatures to place the item on the ballot and voters passed it with a 65% vote.
In 2017, DeMaio launched a campaign to oppose an increase in the California gas and car tax.
“Members, you'll have to forgive me, but on Thursday last week, I forgot it was Damon Connolly's birthday,” Lowenthal said as members applauded.
It’s not always an easy transition. Once a powerful wedge issue in the 2004 elections, national Republicans bring the topic up only rarely in ads and speeches. This is not about affirming the LGBT community. “Notwithstanding the fact that we celebrate your birthdays, but I think California voters of all stripes, Democrats and Republicans understand what I’m saying today is true.
“It’s something that’s important to me.
The resolution was approved.
“This is who I am,” DeMaio told the Wall Street Journal, which first reported the ad, in an interview.

DeMaio, who is one of three openly gay Republicans running for Congress this year, reflects an ongoing change in the party as they adjust to a political environment in which gay rights is broadly popular with voters.
A California Assemblymember who is the first openly gay member to represent Republicans in the chamber was interrupted by the Democratic leader for birthday announcements several times during the discussion of a Pride resolution on Monday.

Republican Congressional candidate Carl DeMaio’s new ad looks like most campaign ads — cliched shots of diverse happy voters, American flags, and the local California landscape paired with inspiring music and generic slogans about a “problem solver” who “isn’t afraid to be different.”
That is, with one big exception.
Wishing you many happy returns, Mr. Carrillo. We love you so much.”
DeMaio, when allowed to continue, said, “Look, all the interruptions don’t change the fact that this resolution lets down the LGBT community.”
As he continued to argue that the bill had controversial provisions, Lowenthal then interjected again.
“Members, I'm unsure if you're aware, but tomorrow is Mr.
Gipson's birthday. While DeMaio wasn’t against Pride Month in general, he did find issues with it mentioning anti-transgender issues.
His office later posted video of the interruptions online and called them "outrageous."
Lowenthal on Tuesday told KCRA 3 he had no comment. DeMaio’s plan is credited with saving taxpayers billions while improving services.
DeMaio led reform in San Diego by example: he rejected all the perks of office and turned down the politician pension benefit.
A Republican National Committee memo examining the party’s 2012 losses warned that the gay marriage debate was boosting Democratic margins with young voters and that the party, without necessarily changing their position, needed to become more tolerant. During his four years in office, DeMaio returned over $600,000 to the city treasury by cutting his own budget.
